The National Telecommunications Agency (Anatel) started this Thursday, December 23  taking subsidies for the revision of the General Plan of Competition Goals (PGMC). Contributions will be received, through the Public Consultation Monitoring System , until February 7, 2022.

PGMC is one of Anatel’s main tools to encourage competition in the telecommunications sector. The document brings together specific measures aimed at promoting competition and establishes the milestones for future reassessments on the performance of sectorial competition, always seeking to balance its measures with the principle of minimum intervention in the sector.

Every four years, relevant markets, asymmetric regulatory measures and companies holding Significant Market Power (SMP) are reassessed. Considering the proximity of the Plan’s review, Anatel chose to carry out subsidies to support this process.

The consultation is structured around general questions about competition and about the mobile telephony, fixed broadband, content offer and voice markets. Based on the comments received, Anatel intends to obtain important information on aspects such as the competitive process in retail markets and the main bottlenecks to the development of competition, access to wholesale inputs and the main trends that may impact retail and wholesale markets in telecommunications.

The reassessment of regulation on relevant markets is item 10 of the Regulatory Agenda 2021-2022. The Regulatory Impact Analysis of the topic and the proposal for revision should be completed in the first half of 2022.
