A government-to-government deal signed last week is expected to encourage and strengthen
cooperation between the Philippines and Japan, the Department of Information and Communication
Technology (DICT) said.

The department and Japan’s Ministry of Internal Affairs and Communication (MIC) signed a
memorandum of cooperation (MoC) last Feb. 9, 2023 during President Ferdinand Marcos Jr.’s visit to
Tokyo.
The DICT said enhanced ties could lead to an improvement of broadband infrastructure and service
provision in the Philippines.
Both agencies will also work on the diversification of 5G (fifth generation) suppliers and the
development of an open, secure and resilient 5G network.
Development of capacity-building programs for cybersecurity and the reinforcement of previous areas
of cooperation such as digital transformation, big data and artificial intelligence; the Internet of Things;
and cultural relationships through broadcasting content, would also be part of the deal.
The MoC is expected to pave the way for a smooth transition to digital terrestrial television broadcasting
and the utilization of emergency warning broadcasting system in the Philippines.
Within a five-year period, the two agencies expect to be working together in the formulation and
facilitation of joint ICT projects as well as exchange professionals, delegations and information on
policies, technologies and regulations in the field of ICT.
Tieups with other government agencies, industrial, academic and professional organizations will also be
encouraged.
“The Philippines, through the DICT, has reinforced its cooperation in the field of ICT with Japan,”
Information and Communications Technology Secretary John Ivan Uy said.
“The Philippine government and the government of Japan have a long history of collaboration, and the
signed MoC will only strengthen our cooperative efforts. As a developing country, we are sure to gain
valuable insights and support from Japan, especially in the field of ICT,” he added.
