ARCEP has published the new quality of service (QoS) indicators from its permanent monitoring system, covering the period from 5 to 11 September 2026.
This assessment covers the three mobile operators active on the national market:
*Spacetel
*Moov Africa Benin
*Celtiis
Through this regular monitoring system, ARCEP ensures that users are transparently informed about the quality of electronic communications services available in France.
This approach also helps to encourage the continuous improvement of the performance and operational excellence of telecommunications infrastructures in Benin.
Areas of evaluation
The analysis is structured around two essential components reflecting the consumer experience:
The availability of mobile electronic communications networks: This indicator is assessed through the call success rate and the call blocking rate, thus measuring the reliability and permanence of the Voice service.
3G and 4G mobile internet: The assessment is carried out using download and upload speeds recorded across all networks, which are the benchmarks for assessing the speed and performance of mobile data services.
A market that complies with requirements overall
An analysis of the published data shows a generally satisfactory situation. The indicators measured comply with the regulatory thresholds in force, both for voice service and for Internet data service.
Challenges and prospects of Quality of Service (QoS)
Monitoring Quality of Service is a fundamental lever for digital development. It ensures efficient regulation, identifies areas for network improvement and ensures that operators comply with their commitments in terms of performance standards.
